Trying to download playlist, "waiting for connection" for weeks now

So my favorite playlist has been "waiting for connection" when I try to download it for weeks now, maybe even months at this point. It's the most frustrating thing because this is my go-to playlist. I have no idea why. My other playlist will download right away as soon as I click the button. But for this playlist it just won't. The only explination I can think of is that the playlist might be too big. It has 225 songs, over 13hrs of music. But if that was the issue wouldn't it just say not enough storage or something?? I have no idea. I even have local files on this playlist. Everything I've tried doesn't seem to work.
