URGENT - Two devices, with wifi but no internet

Is this possible?

I would like to use my phone (samsung galaxy 6s edge +) to control my offline playlist on my laptop (MSI Apache 790) with no internet service; however, I do have a wifi connection for my local area that I use to print to, transfer files, etc...

I have noticed the option in settings that says "only connect to devices on your local wifi" but that doesnt seem to matter if there is no access to the internet, i continue to get the "you are offline" message.

Any help with this would be a tremendious help! I am responsible for the music at my mother-in-laws wedding tomorrow night and urgently need options to control spotify remotly (using these two devices) without internet connection.
