Unable to search offline on windows 8.1

My Question or Issue

I am unable to search for songs when I am offline. I have several playlists downloaded for offline use, and they playback ok offline, however when I try and seach for a song, artist, or album it displays "no offline results found". I have had this problem for several years over several different versions of spotify on this laptop. I have already tried full uninstall and re-install of the spotify software. offline search works fine on a different laptop, only seems to be this one with windows 8.1....
Any ideas would be appreciated. Thanks!
