Unstable Framerate within app when Spotify is Active window

Hello all, I am posting this question here to see if anyone else has a fix or is experiencing a simalar issue to what I am. As I am racked on what to do.
Awhile back while using spotify I noticed that my computers framrate would drop significantly and then spike back up while spotify is the active window on the desktop. Primarily dropping down to the 17 fps mark then shooting back up to 30, then going up to 60, rinse and repeat. This only occurs when it is the active window as said before. This issue being more noticeable with a G-sync display due to the framrate dropping below the 30 fps supported causing flickering. My computer runs perfectly fine with said program in the background. I have tested this using FRAPS and the included fps counting feature on my monitor, attached below is a video of the framrate dropping when the program is opened.
Some things of note:
- This only started happening recently
- I have tried a complete clean install of the program
- I have tried running with and without 3d acceleration enabled
- I have tried running at different resolutions
- I have tried running at different refresh rates
- I have tried running it on a different network
- I have tried running with and without g-sync enabled
- I have tried running it on different monitors
Throughout all of these, the issue still persist.
You can test this for yourself by moving your mouse around when the window is minimized, and then try when its active, you will likely notice a difference in perceived smoothness.
My computers specifications are as follows:
- CPU: Intel core i7 5700HQ
- GPU: NVidia Geforce 980M (4gb)
- 16gb of ram
- The program is installed on a 128 gb ssd
- The display being used is a G-sync display
My windows version is 1803 with the most recent security update installed
My Graphics card driver is also up to date at the time of posting this.
