Why cant my friends listen to the public playlists...

This has been an ongoing issue for 3 or 4 months now. Whenever I send a friend a playlist I've made, they're completely unable to access them despite being public and displayed on my profile. Which brings me to my next issue, I tried to troubleshoot this and was told that they couldn't even access a link to my profile. So, I have no clue what's going on anymore. As far as I can tell, my profile is public and should be available.
