Syncing playlists without Spotify program on PC?

My employer just rolled out a policy that I'm not allowed to download programs or apps onto my work PC, and also that I am not allowed to stream music from online. However, they do allow me to have music on my computer to listen to (mp3's etc...) I used to use the Spotify program on my PC, and just synced all my playlists in the evenings, but now they are telling me I can't do this anymore because they don't want any non-work related programs on their PC's.

Is there a way I can use spotify through the web player or another way to sync my playlists (in the evening so bandwidth isn't taken up) for non-streaming listening to synced playlists? I know it's definitely a first world problem, but working without music makes the days drag on and on...
