"Upcoming Shows" Who's in charge of sending that content?

Who are the developers that are in charge for the "Upcoming Shows" in your area newsletter?

I need them to DO BETTER. 

I received an email newsletter for several upcoming concerts in my Chicago area...the same email I had received around Christmas time. With the SAME ARTIST THAT WAS SOLD OUT 3 WEEKS AGO. 

Who is responsible for this? It is Pointless to send newsletters over and over for concerts that have BEEN sold out. 

These newsletters would be Cool and Useful if they let you know of concerts in your area's BEFORE the tickets went on sale so you were getting the Hot tip and would be ready to purchase them soon as they went on sale. But sending me a newsletter for concerts in my area that are sold out and then sending the same email 3 weeks later just was salt in the wound!

I need Spotify to DO BETTER. That is all.
