Niece moved in from USA, can't add her to family plan because country is different

Hi all, 

 

My niece moved in with us in Canada for school and I wanted to add her on to my family plan, but it is not allowing me as she was previously set up as a Premium user in the USA. It says I need to change the country but the only way of doing that to my knowledge is adding a Canadian credit card, so I'll be charged a month of Premium before the country changes, and only then can I add her onto the existing family plan. 

 

I'd like to be able to change the country without paying $10 for it... which is just a bit silly. Help please :)??

She can just cancel her Premium subscription and after it ended she can update her country setting in her account settings.
