Says active, but not active?

Says active, but not active?

I have the family plan. I added my mother, and it says active. Whenever she tries to use any premium features, it tells her that she is unqualified to use that feature. What do I do? 

I even unadded, then readded her to the plan! It even says active on her account. I need help.
