Why only UOAS students are able to get premium in Finland?

In Finland only university of applied sciences are able to get student premium when people in college, vocational school and university are student too. So why is that?

Students at Higher Education Institutions (that issue degrees) in eligible countries are qualified for this offer. If your school does not appear on the list provided, please submit a request through SheerID's school request form, as the verification process is handled entirely by them.

They'll then review the request and add schools to the program at the discretion of Spotify.
