Allowed to ask users to create app to interact with webapi?

I've been working on an app that recently got killed by the new extended quota requirements.

I had the idea of asking users to create their own dev app, and then provide me the client id and secret, so that i can handle the refresh tokens for each users. But after reading the spotify dev tos, it seems like this isnt allowed.

However, ive noticed that there is a service (6k labs) that is doing this openly (https://docs.6klabs.com/docs/accounts-apps/spotify-create-your-app). is this actually against the TOS, or is this a workaround thats allowed?

My app would only be using this flow to check the users currently playing track, as well as adding to a playlist, and searching.
