Commercial use for some of Spotify's API

Greetings,
We are a couple of software developers, willing to create software for both hobby and commercial use. The software includes gathering track data with a given ID and using the recommendation API. We cannot be sure if it is legal to use these APIs in our mentioned non-streaming SDA. We would highly appreciate it if we could get a solid response before we begin creating our high-level architecture. We would also like to learn if there is a way to get an acceptance from Spotify, if it is not currently legally possible for us to use these services.
