Get Playback State shows timestamp 0 and progress_ms 0

My Question or Issue

I'm building actually a IOS Shortcut which opens Spotify when CarPlay starts.

After the Step that Spotify was opend i try to get the Playback State via https://api.spotify.com/v1/me/player?market=DE to recieve infos like timestamp, progress_ms and uri which i plan to send to https://api.spotify.com/v1/me/player/play .

I created especially for that a open via https://developer.spotify.com/dashboard.

Whenever i try over these credentials of the created app, i recieve as a value from timestamp as well of progess_ms "0". 

If i try the same over https://developer.spotify.com/documentation/web-api/reference/get-information-about-the-users-curren... by clicking Try it, i get the needed values of timestamp and progress_ms.

What i'm doing wrong?
