Get Recommendations returns empty when tunable attribute provided (with quota extension)

The Get Recommendations end point is returning empty results: Web API Reference | Spotify for Developers

 

This started occurring last week. 

 

If no tunable attributes are provided, then the results still work. If tunable attributes are provided then an empty response is returned, instead of an error response.

 

This is on a quota extended app.
