Non-Streaming SDA quota extension refused : commercial SDA

Hello Spotify Community, 

I sent a request to extend my quota of my app. But I have received this message :  

This is a notification that your submission was not approved for the following reason(s) : The Spotify Platform can not be used to develop commercial SDAs.

I understand that Streaming SDAs (with a player) are not permitted for commercial purposes. However I use Audio preview clips that are "not included in the definition of Streaming". Shouldn't this be allowed ?
