Oauth Rejection "use case that onboards a significant user base"

Hey All,

I have a commercial webapp for doing music reviews and I'd love to integrate with Spotify to 1. do basic OAuth signup/sign in 2. Implement Follow gating to allow paid users to gate their reviews.

I recently received a rejection back stating 

• Your application’s client ID needs to have a use case that onboards a significant user base

I have over 1200 users currently - what is considered "a significant user base?"
