Spotify integration with established and popular iOS and Android app

I build and market an established iOS and Android app called Walkout Song DJ that gives mobile app users a way to present a voice announcement of a player name followed or proceeded by a short <20 second sound clip. A few years back I requested a commercial use approval to integrate with Spotify for those music clips as that is very frequently requested by my customers. I was denied by the Spotify team at that time so I pass that information along to my customers and they are generally quite disappointed. I just recently found that a competitor commercial app on iOS app store called "Sports Audio DJ" is marketing and does support a Spotify integration. Unless there has been some change in Spotify policy, that app seems to violate several of the developer terms of service. If the policy has changed, would my app now be able to support a Spotify integration as that app is doing? If there hasn't been a policy change, has that app developer requested approval for use beyond the developer terms and can I make that same request. As it stands, that app has a significant competitive advantage over mine and I would appreciate the opportunity to even that playing field. Just for scope purposes, my app is currently selling 20,000 units per year on iOS and Android and is frequently the #1 paid music app on the iOS store in the spring season when sales are highest.
