My Question or Issue

I am currently developing a web app, mostly for the purpose of playlist generation. I was going through the steps of complying with the Developer Policy (as I'm sure I am breaking some rules), when the app status was changed from "development" to "disabled and blocked". 

 

This would not be a huge issue as I am sure there is some auto check making sure someone is not violently abusing their API, but this app status prevents me from applying for extended quota mode (releasing to the public) and, of course, testing to see if the app works. There is no button to dispute the claim as the information bubble only talks about extended quota mode, and I have not received an email from Spotify with any reasons why my SDA was shut down.
