Song rating application that creates Spotify playlists - allowed?

We would like to build an application where a user rates songs (selected either from their Spotify playlists or through the application). Song recommendations are then provided , along with other application users who liked similar songs (both using our algorithm). User can then make a Spotify playlist based on that.

Would this be allowed by Spotify's developer policy?

I think as long as you don't train a machine learning model purely on the data from Spotify, it's allowed.

Sorry that I sayed it was allowed, but I now think it's not allowed to train a machine learning model with data from Spotify in any way.

I'm am not a Spotify employee, and can make mistakes.
