Spotify Access without register user

Currently, I have created app in spotify developer account and added myself as userand I am able to fetch the data. Now in production I dont want to regester every user to fetch the data. Currently If I not add the user in the app of spotify , its throwing 403 error, how can I use it to get the advanced setup and also in production there will be more than 25 users. 
help me with the process

Also, currently my spotify devloper portal does not have a tab as Quota Extension Request. I only have Basic Information and User Management

This is because you don't have a Spotify approved company yet. You can read more about this on the first webpage I have linked.
