Synchronizing preview music with Users Photo

What exactly are the synchronizing rules set out when using preview (short clip) spotify music with a Users Photo. Example, allowing a USER who has a premium Spotify account to select a specific preview url ( with bold call to action for redirecting and listening to full song on Spotify) to go along with THEIR uploaded content.  This doesn't seem to be laid out in detail anywhere, or if not allowed who to contact to lift that restriction like others already have.  i.e. "Instagram stories" exact same use.  Tiktok. Tinder. Triller. The list goes on and on. If not allowed, who do we contact to start the process of being allowed to do something like this. We are a free service with no commercial profiteering.
