how to get approved for simple auth api for my website login ?

hello im new to this but im working on to separate apis, 
first one is so simple and i just need to move it from development mode, i dont know how to Request extension to allow users to login through Spotify auth.  (its already  built  by my developer using larvel. 
 i want to start the second one : reading playlists, (number of followers, listeners, edit, add a track and remove / delete) all the functions by user. 
Didn’t know where to as for help so i posted here. 
if there is anyone who can help me with this
