I am being charged twice this month.

Hey @Chapaian, welcome to the Spotify Community!

 

The first step is to find the other account that is being charged, for more info check out this link: https://support.spotify.com/account_payment_help/account_help/do-i-have-an-additional-account/

Once you've done that and canceled the charges, if you believe you're eligible for a refund then all you need to do is get in contact with Spotify support and their Accounts team can take a look backstage. The easiest way to contact them is by messaging SpotifyCares on Facebook or Twitter. They usually respond within 48 hours!
