Failed Transaction not refunded

My Question or Issue

 I was trying to get a premium subscription, however the transaction failed during the process. I was debited Rs.59 but didn't get premium. The amount which was debited was supposed to be refunded. However, it still hasn't been refunded. How long does it usually take for a refund?
