My Question or Issue

My credit card was hacked so Capital One closed it out and reissued my a new card.  In the mean time, my spotify payment bounced.  I tried to log in and change the card number.  It took away my $9.99 offer and would only allow me to select the family plan.  I do not think this is right because I didn't cancel it my credit card was hacked.

That's odd. Let's try clearing your browser's cache and cookies or using an incognito window to update your payment details again. Make sure you're following these steps to do so.

 

If you're still being prompted to get the Premium for Family plan, I suggest cancelling the current subscription. Once the account goes back to Free, you'll be able to resubscribe to the regular Premium plan.
