Paypal Error "We were unable to set up pre-approved payments"

I'm trying since hours to set up/pay for my premium Spotify Account, but everytime I open payla, the error "We’re sorry. We were unable to set up pre-approved payments. Please try again later. Please return to the merchant and choose another way to pay." pops up. Whats the deal with that? I only have paypal available atm, so I can'T change to another payment option.... Its so annoying!
