I put my address, then I send the link to my partner, he puts the same address (we live together) though the app says he tries to sign in for duo living in another country. How???

Could you ask him to double-check if his account is set for the same country as yours? Also, make sure the address set to the Duo plan is the same he is putting when accepting the invitation. If necessary, I recommend that he tries to use another device to accept the invitation, to avoid cache issues.
