I ENTER MY EXACT ADDRESS AS IT APPEARS ON MY STATEMENTS YET IT DOESNT ACCEPT IT AS VALID, I RECENTLY GOT A NEW BANK CARD BUT THE ADDRESS IS THE SAME AS ITS ALWAYS BEEN, PLEASE ADVISE, MY ACCOUNT IS DELIQUENT

We'd first recommend following the steps in this support article if you'd like to update your payment method to the new card. You can try using an incognito window or a different device for this.
If this doesn't do the trick, make sure that your payment method has sufficient funds, that it's registered in the same country as your Spotify account and that's enabled for foreign, secure online, and recurring purchases. You can check this with your bank.
