Can I transfer my playlist on my iPad to my android phone?

To help us get a better understanding of the situation, could you give us a bit more info on the matter? Do you still see the playlist in the Library on the iPad and did you notice when it disappeared on the phone? Did it use to show up on the phone? 

If it's a playlist that's created by you, it shouldn't just disappear so if you've not already done this I recommend that you log out > back in on the iPad and make sure that you're logged into the correct account.

Additionally, let us know if the playlist consist of local files and it'd be helpful if you could have Spotify open on both devices and start playback on the device it appears on to see if it shows up on the other one.

One way you can recover your playlist is by sharing it. 

If you share the link to yourself (this can be via email), you should be able to open the link. 

If not, you can also recover the playlist on Spotify. In order to recover the playlist, you need to long into Spotify's web player, go to your account, and there should be a section that says to recover playlists.
