My Question or Issue
How do we change the order of the playlists on our public profile? We used to be able to drag our playlists in order on the left side on desktop app. With the new update there is 'sort by' options but we can't do custom order? The desktop app looks just like the mobile app now. Is there a different way to change the order of our playlists?

I normally have the playlist pane minimized. With unique thumbs I can identify each playlist easily.
I would love to show you how to sort your playlists by 'Custom Order'
Expand the playlist pane then use the 'Sort by' control. Select 'Custom order' (by default it's sent to 'Recents')
If you don't see the 'Sort by' control, maximize the playlist pane (top left arrows in the playlist pane. Then close it down again. Now use the 'sort by control'
Once set to custom order you can drag and drop playlists into the order the works best for you. I have used the webplayer but the process is the same for the Web App. Changes made in the webplayer stick to to the Web and Mobile Apps. As long as they are all set to 'Custom Order'
In the Mobile app, open 'Your library'. If it's set to 'Recents', change it to 'Custom order'

I can confirm the custom order you set for yourself, is the order that others see when viewing your profile. I tested it when checking my profile, using another, from my family account.
I found a playlist I created about a month ago. I never added it to my profile. When I added it, the playlist went to the position I have in my custom order. I even used the 'Sort by' control and switched to 'Recently added'. This did not affect the custom order when viewed from another profile.

I have done the unpin and repin thing. I have felt this pain, before discovering:
1) the 'Sort by' control, and
2) that the custom order you set is the order other users see your playlists on your profile

This isn’t really helping I don’t think. So I got to the point of toggling on Playlists and Custom Order- But it’s not like I can drag around the playlists or anything, because then I’m just scrolling. The only option I seem to have is to pin playlists, and it’s not changing the playlists display order on my public profile which was the original goal.

Are you using your phone or a PC. Custom sort has to be set up on a Desktop or Laptop.
