Spotify App shows that I only added 9914 songs to my liked songs collection. As far as I know limit is 10k for the library. However despite that whenever I try to add a song the message saying "Epic collection, friend. Your Library is all filled up. To save more, you'll need to remove some songs." shows up.

The 10k limit is for all entries in the Library.
It's possible that you've saved some albums too and they count towards the 10k limit.

It's possible that some of your liked songs might currently be unavailable.
You can delete them from your liked songs, but first you need to make sure you can see them:
Mobile and tablet
Desktop
Then you can go through your liked songs and delete all the greyed out songs.
My all devices were set to show unplayable songs anyway. I used to stumble upon some greyed out ones and I did discard them time to time.
I checked quickly scrolled through my list anyway to check and I couldn't see any greyed song. I am sure that if I had 86 unplayable songs I would notice a few if not most of them.
Also since last month I did go through my list alphabetically to remove the songs I didn't listen, so I am positive that's not the case.
