downloads disappearing.

I have a premium account on 3 devices. My pc, and 2 samsung cell phones. I have a bunch of downloaded songs on my pc and for a few years ive been listening to them along side the regular music.When both are open the downloaded music would go onto my phone without a problem. I can go out, listen until i want to add another song. Recently the moment my pc turns off, or my phone gets off my wifi, the once downloaded songs arent playable. I redownoloaded the app, removed cache, remove and redownloaded. But, nothing seems to be working. Any fixes?

Thanks for reaching out. Are you referring to local files being synced from the PC to your phone? If so, while that method does work, the main method for importing local files is to have them on the device itself, see here. Regarding music from Spotify itself that you downloaded for offline listening, that isn't and never has been synced between devices, as the required cache is always stored locally on the device.
