Well, I had this issue just this morning. None of solutions posted on web helped me. So what I did:
delete this folder: AppData\Local\Spotify
Delete or trim this file, so it has no 0.0.0.0 blahblah.spotify.com strings.
C:\Windows\System32\drivers\etc\hosts
Worked for me.

It work with all spotify version
You dont need to unistal spotify, just close spotify, if you unistal it, go
to https://www.spotify.com/ca-en/download/other/
and download the one with windows,
When the installation is finished, close spotify completely,
It work with all spotify version,
Go to: Local Disc > Windows > System32 > Drivers >etc > Hosts
In Host: Open it with NotePad, remove all the lines without #, all the line who got not "#" removes them and save,
If it doesnt want to save: Just save it in Desktop and remove the original and copy/paste the one who you just saved in the Desktop.
After:
One click on the host, the one you just paste, click on the writing hosts.exe (One click), remove the ( .exe ) and save.

Could you possibly explain why this happened? I didn't have to delete all lines, just the line with the host of the spotify.

This is happened because spotify may moved their servers from a private IP to a general IP.

It is better the removes all the lines without "#" why? because every line without '#' it is not a WINDOWS ORIGINAL LINE, you will read the hosts explaination and you will understand why, it slow your computer... and more things..

This could happen if you used some kind of ad silencer or removal. If you never did suck thing, than it might be related to ip changes, but all that depends. Anyways you can look up the ip adress at your hosts.
You just repeated what I said, at least don't beg for likes, when you steal something from people.
Solved by removing/commenting 0.0.0.0 spclient.wg.spotify.com in hosts file.
1. Open notepad with admin rights. (Notepad icon -> right click -> Run as Admin)
2. File -> Open
3. Locate and open file: C:\Windows\system32\drivers\etc\hosts (you can copy this string in File name textbox and click open)
4. Find line with 0.0.0.0 spclient.wg.spotify.com or any similar line that has <something>.spotify.com
5. Comment out that lines (append # in front) or remove them
6. File -> Save
7. Start/Restart Spotify

You could just delete the "host" file as a whole and re-launch spotify. It will create that file itself.
