Can't sinc local files to phone

I've looked through forums and feel like I've tried everything.

My phone and computer are on the same network

My firewall isn't blocking spotify from interacting with devices

I've tried doing on a phone hotspot and regular network

I've restarted my phone and computer multiple times

One thing that really doesn't seem right is that the files aren't even grayed out on my phone, they do no exist at all. It's not that I can't download them, I just can't see them at all. The songs show up on my laptop app but the Iphone app asks me to browse to put in my first song. Also looking at the icon for the playlist in the app says "11 songs" but when I go in, there is nothing and it asks me to browse for music. any suggestions?
