Cannot turn volume up or down on Apple watch.

This issue only happens with music downloaded and played on the watch (series 8, watch OS 10). In this situation, the digital crown does nothing and the volume cannot be changed. However, if I play a song on the watch that is not downloaded but played on the fly, I can turn the volume up or down just fine using the digital crown. Sounds like a bug to me. Has anyone run into the same issue ?
