Cant sync local files

I've been having this problem for awhile now....whenever i turn a playlist that contains any of my local files to available offline it just says "waiting for download" but never starts... Its getting annoying paying for a service that doesn't even work!

I have tried reinstalling the app on both my phone and computer and i am making sure both my phone and laptop are connected to the same wi-fi connection. I do not have any songs currently synced on my phone, so i did not reach the limit and i also have plenty of free space. I am not sure what else to do!
