Do 'Saved' songs count towards your max 3,333 limit?

I only have ~1k songs that are in playlists where I have marked them to be Available Offline.  I have considerably more songs that I have marked as 'Save to Your Music'.  My question is: do the songs that you mark as 'Save to Your Music' count against your max limit of 3,333 downloaded songs?  I have started to get the notification on my app that I have reached my downloaded song limit, but I'm not sure why that is given that I only have ~1k marked as Available Offline.
