Sorry for the inconvenience that I may have caused 🙂
Recently almost every developer have done the same move, by dropping the support for iOS 9, that can be noticed in their apps pages in the App Store.
If the iPad is new, you can upgrade to iOS 11.4.1 which is the latest official version until iOS 12 is released in about 2 weeks.
My 5s is 3 years old and it's going to get that update, in fact I have been testing it the whole summer and I'd recommend to update as soon as it's avaialble 🙂
