How to manually arrange/re-order my playlist Folderss? (Not the tracts)

Hi,

I recently created several new playlists and I want to manually place them where I want within my "list" of playlist folders. i used to be able to drag and drop my playlists into whatever order I wanted. Now drag and drop does not work anymore, either on my Macbook web player or on my Ipad. 

Is there some other way to do this either on my Macbook or my Ipad? I have Sierra operating system on my Mac and I am using IOS 10.2

the only way I know of is to rename your playlists and choose to sort them by name, though this is inconvenient 😕
