Local Files won't sync to iPhone

Hello, my iPhone 6S Plus will not sync any local files from my laptop, no matter what I do. I have tried everything other people have tried here, but nothing seems to work. I am connected to the same network on both devices, it is registered as a home network, doesn't work when I turn windows firewall off, what else can I try for it to work?
