My Question or Issue

Unfortunately we have a mixed environment of Windows / Android / iOS devices in our family. As main Spotify device at home I use PC with Windows 10 where Spotify Desktop is installed. Following instructions I made available local files in settings, and added test network location with one album. I created playlist with local files. So far all great. I wanted to test/play this playlist on my Android device, and it was all smooth, found the playlist, clicked download, and all the songs got downloaded, so I can play them anywhere from my phone. I needed to do the same with my son's iPad. To test it I used my account on his iPad, same wifi network, same playlist as I tested with android device. And the same playlist is completely empty. There is no song in it on iPad even though I can see and play all the 48 songs from this playlist on desktop pc and android phone. What can be the problem please?
