Local files won't sync to my iPhone 5 with a PC

I have local files synced to my phone. If I click the music app, they're there. Spotify keeps saying that if I own the song (which I do) I can sync it from my computer. I don't know what to do, and Spotify help isn't helping.

Spotify can't recognise/play the tracks from your music app, you need to sync them into the Spotify application using the desktop client. Full instructions are outlined in this help section.
