Making a playlist public does not work on the mobile app

Just downloaded spotify on my ipod and want to make a playlist public. There are no options for it on the Edit panel of the playlist, only 'make this list collaborative'. How do I make a list public on the mobile app??

I am on 7.0.3 version.

I tried making collaborative, then unchecked 'make collaborative', and managed to find a 'make public' option after 30 minutes. Now that I made the lists public they are STILL not appearing for another user when I view my profile / public playlists from their login. This is highly frustrating and I can't seem to get any quick help from Spotify.
