Hey there! This is likely because certain songs are not available in your country. Have you tried listening to those songs and do they play?
Do you have any setting that only allows them to download over wifi? My other thought would be to check the count of songs. You can't download more than 3,333 on any one device.
After that, try a clean re-install of the app - just delete and re-download from the app store.
Each offline playlist should have a count.
