Offline Mode Iphone 4 Not Syncing

I have Spoitfy premium on my phone- I can make playlists and add songs in like usual, but for some reason it will not make songs available offline.

I have unlimited date on my phone and tried syncing over two different high speed networks?

It still will not make the playlists available on my phone?

Not sure if this is an issue but i do also have spotify on my desktop computer, but surely this should not effect the phone's ability to sync songs offline on that.

Can any one help?
