Offline Playlists Won't Sync

So recently I've been having major trouble syncing my music to my phone and I really don't know what it is. I've never had trouble with this before. I've read numerous other threads and they say it's normally how much space they have left on their phone but that's not my case. I've read and followed steps through every thread regarding any problem like this in the most similar way but nothing is working. The music won't even think about syncing. When a turn my phone on and open Spotify it "says I have 3+ devices already on my Spotify, restart Spotify to enable it on this device" but I deleted all of my devices on Spotify's website yesterday. Please help.

Edit: My Spotify Premium is still active as well.

I'm having the exact same problem. Occasionally the circular download icon is red instead of green, but usually it's just not there, and no attempt to go offline/download the songs will work. I've got plenty of room on my phone. 

Very, very frustrating.
