Offline tracks are perpetually syncing

The President of my company got a Spotify membership and has been struggling for weeks to get offline tracks to work properly on his iPhone. He has about fifty tracks and when he first joined I managed to get all of them to sync to his phone over the corporate wifi. Ever since then he'll show me the phone and it will display most of the songs with gray icons, some with green and a sync progress bar that might or might not be doing anything. His playlist has not changed all this time but some days he has thirty songs synced to the phone, sometimes none, sometimes five. It's making him crazy and me along with him. There's so little useful info on the website for troubleshooting I have no idea what to do beyond deleting and reinstalling it which is not much of a solution.
