Shuffle all music on iOS is only playing songs from select few albums

I have downloaded several albums and playlists from spotify onto my device for offline listening, but when I go to library/songs/shuffle play, it only plays from a select number of albums or artists. (I can't tell which.) Not all of my downloaded music is included when I shuffle all. Why does this happen?
