Spotify not syncing with my phone!!!

Starting to get a little frustrated here. My Spotify program on my PC has not been able to recognize my iPhone as a device for quite some time now (same wireless network, no firewall restrictions). I decided to re-install the app on my phone to see if that would fix the problem, and now it seems to have only made things worse. Now I cannot get ANY of my playlists to download for offline usage on my phone.

Could someone PLEASE fix this immediately? The fact that this is taking so long to properly address is mind-blowing.

Now on my phone when trying to download a playlist for offline usage, I get the "There was an error communicating with Spotify..." for EVERY playlist I try to make available offline. WHAT GIVES???
