There's something you can try. Unselecting an offline playlist actually gives you back the space the playlist used up.
So unselect your offline playlists and then re-sync them. You can check if if it worked when you deselect a playlist wait 2 minutes and then re-select it. If the green arrows appear almost instantly the playlist is still cached on your device. Otherwise it would take at lest a few minutes to sync the playlist.

I read some topics regarding this issue and it seems like an unsolved bug. But some people have managed to work around by unselecting the offline playlists, deleting the app, turning off the iPhone, then on again and reinstalling.
